California is an expensive state for workers compensation.  A 2010 study based on premium rates listed California as the 5th most expensive state for comp rates.  That is a jump from 2008 when CA ranked 13th.  States with higher rates than California include Montana, Alaska, Illinois, and Oklahoma.  CA workers comp rates are 31% higher than the national median.

Finding the Best Work Comp Rates in California

The California State Department of Insurance maintains a workers comp rate comparison at their website for the top 50 work comp insurance companies.  It is important to note that a carriers rates may be further modified by credits, debits, and experience modifiers.  Most CA carriers file for the ability to apply up to 25% in credits or debits in order to adjust their manual rates filed with the state.  Therefore, just because a company has the lowest filed rates does not mean its final rates will be competitive in the state.

California Experience Rating System

California manages its own experience modification factoring system, which is different from most states who rely on NCCI for this process.

An experience modifier is a numeric factor that creates an automatic credit or debit to each carriers manual rates quoted.  In order to be eligible for an experience mod, a company must have an annual premium threshold of $16,700 for 3 consecutive years, or have suffered one or more claims.

CA Minimum Work Comp Liability Limits

California requires mandatory $1 million dollar limits for all workers comp policies in the state.  They are the only state that requires this limit as most states only require coverage limits of $100 - $500 thousand.
