Temporary workers' employed by a business in amy state are eligible for work comp coverage. In most cases, a business is legally required to provide coverage for temporary workers.

If a business hires temp workers from a staffing agency then the agency is most likely providing workers comp coverage because they would generally be considered the Employer of record.

Some states do have state laws that allow certain other states to have temporary employees performing work in their state but often its unclear as to how they define temporary.
